Statement 'Hard bass on foot'

On August 26, 2022 between 20:00 and 22:00 Rude organizes a 'Hardbass on foot', the sequel to the 'Tekno on foot'.

The event is entirely on donation and all profits will go to the following organisations:

The concept is the same as last time. We put a speaker on a cargo bike and use it to party through the city. We have first aid kits, drinks and some snacks (on donation) available in the cargo bike for those who want. Depending on the turnout, there will also be one or more traffic controllers. These people and the driver of the cargo bike are also your points of contact with the organization, even if the police are on location. So you can always refer the police to these people if they want to talk to you.

We will play a hard bass playlist as we walk from the Garenmarkt in Leiden to 'T Joppe in Warmond. As we stated in our previous statement, the “on foot” parties are not just parties but also protests. As you may have noticed from this time's logo, it focuses on war. We have seen a lot of Ukrainian flags in solidarity with Ukraine in recent months. This is understandable, but we would like to put an alternative on the table. We feel that solidarity with Ukraine has resulted in uncritical, unconditional support.

We therefore want to bring out a different, anarchist perspective. Now it is of course a situation with a lot of nuance. That's why we want to give you some reading and viewing material to add value to this nuance.

We therefore stand in solidarity with all people who are subject to both the Ukrainian government and the Russian government. We are anti-state; anti-war; anti-militarization; anti-borders; anti-imperialist and anti-arms industry.

That is why we also run Hardbass in line with these views. This music movement originated from the gopnik culture in Russia, but is popular in many Slavic and/or Russian-speaking countries. Hardbass is also becoming more and more popular in the Netherlands these days, presumably due to the similarity between Hardbass and the originally Dutch Hardstyle. We therefore think it is appropriate to play music. This music is living proof that music is stronger than boundaries. In our view, looking at the music with this view is a breath of fresh air from the eternal stream of nationalist propaganda. MUSIC NOT BOMBS!

Nevertheless, we will not initiate police actions if people bring a Ukrainian flag or a Russian flag to the Hardbass on foot. We know that there are many emotions involved in these situations, especially when it concerns yourself, family or friends. Everyone is welcome.

We would like to make some suggestions:

If, like us, you prefer not to take a side in this conflict but want to stand in solidarity with the victims of the war, on whichever side that may be. Then bring your favorite anarchist flag. In particular, the black flag and the Makhnovist flag are quite suitable for this occasion.

We would also like to ask that you open up conversations with the people who are “on the other side of the war”, if you feel the need to do so. Try it as an opportunity to have a respectful and peaceful conversation with someone about it and realize that after all you are at the same party, with the same music, and you are not each other's enemies. Try to separate the person in front of you from their government.

Legal information:

In our previous statement we set out the entire process of our permits and notifications. We'll paste these in full at the end of this text, but here's the quick summary:

Permit at the municipality:

Not required for small, moving events. Not required for demonstrations.

Notification to municipality:

Obliged. Is made impossible for us by the digital portal of the municipality. This is unconstitutional because we cannot use it as a political event/demonstration, even though the right to demonstrate is in the constitution. There is also a ridiculously long deadline of 56 days, which makes it unnecessarily difficult for 'normal people' to organize events in public space. (See below for photos)

Report to the police:

Not required. However, this is seen as 'normal' to do. However, we are against this on principle.

Sales permit:

The event and all our drinks and snacks are on donation. So we don't sell anything. Therefore this is not mandatory. Bringing your own drinks and snacks is of course allowed.

Illegal Activities:

Furthermore, we do not intend to participate in illegal activities during the party. There will therefore be no detainee group. If you do engage in illegal activities as a guest, do so at your own risk.

Route and accessibility:

This is the route for next Friday. We start at the Garenmarkt in Leiden and will end between 21:30 and 22:00 at 'T Joppe in Warmond.

Most of the route is wheelchair accessible. There are two places where you may need some help due to the steepness of the bridges. That's why we recommend that you bring a buddy or send us a message via DM or email (onbeschoftdistro@gmail.com).

Rude organizes this as both a party and a protest. Rude feels that fun and entertainment has been commercialized and privatized to an unhealthy level. We are pushed away in bars, cafes and festivals where we are increasingly being drained for our money. We believe that there should be more space for fun in public space, without a profit motive. Use of public space for entertainment should be without permits, sky-high unnecessary costs and unnecessary bureaucracy. We hope to be able to make an immediate change with this celebration.

In line with our standards and values, we have therefore not applied for a permit and have not informed the police about this party/protest. This is not a legal obligation to do. We are a moving party, so we will not cause any noise nuisance for more than a few minutes. A permit is therefore not required.

However, it is mandatory to report an event. Unfortunately we were unable to do that. The reasons for this can be seen in the images below from the municipality's event portal. This is a good illustration of how difficult it is for ordinary people (unlike all institutions and student associations) to hold an event in a public space.

Also, as a political party, we cannot use this portal. But a demonstration is not required to report in advance. We have the right to protest in the constitution. The Portal of the Municipality is therefore unconstitutional. It is normally seen as 'common courtesy' to inform the police in advance. We believe that the police are a reprehensible organization and we will not need their 'help'. Besides the fact that it is not mandatory, we will therefore not inform the police for political reasons.

Everything about this party/demonstration is legal. We also do not intend to participate in illegal activities during the party. There will therefore be no detainee group. If you do engage in illegal activities as a guest, do so at your own risk.

Traffic wardens will be present on bicycles. If the police are on site and have questions, they can talk to these people. Are you a guest and does an agent speak to you? Refer them to these people.

There will be traffic controllers on bicycles. If the police are on site and have questions, they can talk to these people. Are you a guest and an officer speaks to you? Refer them to these people.
